As a component of the development process of the Human Talent Directorate of educational institutions, training implies a defined succession of conditions aimed at achieving the integration of employees into their jobs, maintaining and increasing their efficiency, as well as their personal and work growth. This study aimed to diagnose the need to design and implement a training strategy for university administrative staff, for which the Administrative Unit of Human Talent of the Laica Eloy Alfaro University of Manabí is assumed as a research context, since this department is responsible for compliance with training policies and regulations, as well as the institutional coordination of activities, procedures and provisions related to the development of public servants. The quantitative research approach was used from the methods of analysis and synthesis; as an instrument a diagnostic survey was applied. As part of the results, it was found that there is an obvious need for training in administrative workers and that the proposal for a plan for this purpose is completely relevant. It is concluded that the proposal can be generalized through training actions for officials from other educational institutions, the resulting in a training and updating process in a much broader context.
