The development of this article is centered in the generation of a research whose objective is to value the application of social policies that contribute to strengthen the territorial / rural development in the canton of Portoviejo. To develop the content, the following sections were developed: 1.- The social policies in the contemporaneity, makes reference to the fact that public policies have as purpose the process of decision-making related to the common good, which is reflected in the social investment as a reference for the accumulation of social resources for all and all inhabitants of a territory. 2.- The social policy: essential element for the rural productive strengthening of the Portoviejo canton, section that will make understand the preoccupation of having an inclusion model, that allows to mitigate the socioeconomic inequality gaps and a better redistribution of the resources, to provide access to a habitat with quality and equity that reduces the gaps of socio-economic inequality and enhances the development of society as a whole; What would eventually diminish rural-urban migration, it is necessary to bring services to the countryside and raise the quality of them.
